Statement
"The True Frequency of KPFK FM 90.7"

Greetings fellow Truth Seekers...
My name is Ray Winkler. When I ask myself what is the role, what is the purpose for the media voice of KPFK in today's world, it raises some interesting ideas and concepts. These ideas and concepts that roll around in my mind, I assume are probably amongst those that our founder Lew Hill, must have also contemplated when he originally put the "Pacifica Network" together as an organiztional structure. It is my heartfelt belief that the Pacifica Network is based on truly timeless Spiritual Values. I believe it expresses and promotes the recognition that humanity, at this particular co-ordinate of time and space, must actively choose to foster and nourish evolutionary aspects of beingness in order for us to continue our existence here on Planet Earth. It is no surprise to me that the "Pacifica Radio Network" established itself shortly after the world experienced, for the first time, the actual use of nuclear bombs as a means to achieve "Peace". The results of this were so horrific, so utterly devastating, that the terrible reverberations of those explosions still to this day, continue to ring in our ears, in our hearts, and in our psyche's both collectively and individually. At this point in time it is quite obvious that as an evolving species of conscious beings we must be vigilantly
committed to creating new and more compassionate ways of being toward each other, our planet, and our place in the universe. We must diligently
strive to reveal, to protect, and maintain our highest ideals and aspirations of what it means to be a human being. Then, once realized, we must be willing and courageous enogh to take these evolved ideals and to give them the voice, the recognition, and the exposure they need so that they may grow, multiply and be fruitful.
This where I see the value and the purpose of KPFK and the Pacifica Network.
It creates the context for this evolutionary voice to have the opportunity to speak. To travel the airwaves and to gently touch the inner ears of our listeners. To awaken, inform, and most of all inspire them towards the realization of the highest and best within themselves.
It is in this light, this vibration, and this frequency that I step forward to answer to the call. It is my honor, and my joy to be in "service" to the KPFK family.
Thank You.

All Hail Pacifica!

Love, Light and Laughter,

Biography
1. Why do you want to be on the Local Station Board?

Having spent many years working in commercial media, I truly understand the unique value that KPFK and Pacifica represents. This value, this light must be protected and properly guided so it is kept alive. I can help it do so.

2. How do you envision the Local station Board working the Pacifica Foundation, KPFK, and the community?

The Local Station Board must be committed to the stability of KPFK on multiple levels. It must encourage and support established fund raising techniques with an open ear to new possibilities of incoming revenues. It must pay attention to what's working for the other affiliates as well as nourishing a willingness to share what has worked for KPFK on a reciprocal basis. This should also apply to our creative aspects as well. New "share of costs" on a network basis with the Foundation could bring more "qualitative" specialty programs to our airwaves. Garry Null comes to mind. Yet there are most likely many other shows that could be shared. Our "inner visions" mid-day strip could be made available for sharing. This would bring more national audience to our KPFK website, potentially bringing more paid membership in along with it. In this respect our Local Board could be more active. Sam Brown's "For the Record" can speak to songwriters on an international basis. Bring more listeners to the website and create incentives for the listener to come into our family as paid members.

3. How could the station better serve its listeners?

Good question. Quite subjective. My initial response is to emphasize more of our "Education Foundation" aspects. Perhaps affiliate with an official accredited institution. We could offer some new form of "course credit" that would be acceptable for transfer into an established institution. This is a good idea!

4. Describe some actions you would take to increase the influence of the station in under-represented communities and to increase the diversity of the listening audience?

Take our love to the "churches" and offer our airwaves to publicize and promote the cultural activities of a particular community by actively working with the "church" that represents that community. (I use the word "church" inclusive to any place of worship). This approach has indirectly proved effective with the late morning show strip of "Global Music" shows. In this sharing of our universal love for music from around the world, our listeners are being educated and informed of the cultures the music has come from. Many times artists are featured [and] interviewed. Take this concept and allow the churches to speak about their cultural community.

5. What sources of funding, other than listener donations, do you feel KPFK should solicit?

Many ideas of funding come to mind. What gets my attention is the amount of book authors that got prime time exposure for their books. Usually they are positioned as "experts" on a given topic. KPFK offers our airwaves for their author/experts to promote their "cash sale" books to our listeners. I feel that the publishes should be willing to "donate" back to KPFK a portion of the sale of these books.
This seems only fair. KPFK would then need a technique for quantifying the total sales amount due them. My suggestion at this time, would be to set up a special section on the website that listeners could go to in order to buy the book. This would be a win-win for everyone. Perhaps a similar model could be established for musical artists, as well, in order for them to sell their cds. Special discounts could be made available to listener sponsor members. This would establish a new modality for "paid member" building.
6. Please state briefly the skills, experience, educational background, work history, organizational affiliations, areas of community service, areas of interest and expertise that you would bring to the Pacifica network as a member of the Local Station Board.

My background is in broadcast media. I've worked radio in New York, Boston, Savannah, and San Francisco. My skills set include production, producing, and on-air experience. I've also done marketing and radio time sales. Also, I've worked television in both the New York and Los Angeles markets. This work was "sales service" related, mostly operations and traffic. I've also done production within "art departments" for some major production companies. Educationally speaking I have:

1972 Bachelor of Science Emerson College, Boston, MA
Communication Arts

1982 Master in Arts Monclair State College, Monclair, NJ
Public Media Arts

Community Service

I have been very active in Public Access Television in both New Jersey and Los Angeles. I've been an active member of the Agape International Choir for the last 12 years. Performed throughout the city of Los Angeles at multiple venues. As part of my graduate thesis project, I created a "Public Media Arts" non-profit organization. It was called "Free Media Network of New Jersey." Its' activity consisted of producing PSA campaigns for New Jersey based non-profit arts organizations. We functioned under the umbrella of the New Jersey Arts Council and Montclair State College. This was a most exciting time for me. At that time, I discovered my passion of working with broadcast media in a way that was outside the normal "business as usual" aspect. I have a heart-felt belief that the airwaves truly belong to the people, and it is the broadcaster's inherent responsibility to serve the public interest. It is this passion that I bring to Pacifica and the Local Board of KPFK. I find these current possibilities to be most exciting. Thank you for this opportunity!

7. On which Local Station Board Committees are you interested in actively serving? If you are a current Local Station Board member, on which committees do you currently serve?
