Established in 1949, KPFA-FM was the first listener-supported radio station in
the United States. Located in Berkeley, California, KPFA is the flagship station
of the Pacifica Network, which is a mission-driven organization, dedicated
to free speech, peace and social justice, and cross-cultural understanding.
Broadcasting at 59,000 watts, KPFA serves much of Northern and Central California.
The program schedule is diverse and includes news, public affairs, music, arts
and cultural programming.
KPFA is seeking a General Manager to provide leadership
and vision who is committed to the Pacifica Mission “to engage in any activity
that shall contribute to a lasting understanding between nations and between
the individuals of all nations, races, creeds and colors; to gather and disseminate
information on the causes of conflict between any and all of such groups; and
through any and all means compatible with the purposes of this corporation
to promote the study of political and economic problems and of the causes of
religious, philosophical and racial antagonisms….to promote the full distribution
of public information; to obtain access to sources of news not commonly brought
together in the same medium; and to employ such varied sources in the public
presentation of accurate, objective, comprehensive news on all matters vitally
affecting the community.”
Summary:
- This is the senior management position at KPFA, responsible for the planning,
development and implementation of Pacifica’s mission, goals and policies.
Accountabilities:
- Directs and manages all staff and activities
- Provides direction for development and implementation of long-range plans,
including providing vision for, and directing, management team
- Represents station in broadcast-related matters to external constituencies
at local, state and national level
- Plans, directs, and coordinates the operation of the station, in conjunction
with the management team, to assure compliance with all federal and state
laws and regulations including technical, program and operating standards,
civil rights and EEO policies, labor laws, OSHA standards, FCC regulations,
public file and public disclosure requirements and other record-keeping as
well as the CPB standards for public radio
- Oversees, in conjunction with the Program Director and Program Council,
the quality and adherence to Pacifica’s mission of public affairs, news,
music, and arts and humanities programming content of KPFA
- Sets general targets for audience composition and growth, following the
Pacifica mission, including establishing new partnerships as well as enhancing
existing partnerships with community leaders and groups to find more ways
to reach a larger and more diverse audience
- Works with Development Department and Local Station Board to increase listener
membership
- Works with Development Department and Local Station Board to plan, stage
and promote fundraising activities and special events
- Monitors industry trends
- Attend union contract negotiations, handle grievance process, and manage
union employees.
- Oversees and manages the operating and capital budgets of KPFA. Works with
KPFA Business Manager and Pacifica Chief Financial Officer to develop annual
budget. Then ensures that financial goals and objectives are met and that
spending occurs within approved budget limits
- Works with Engineering Department to plan for and implement new technology
and equipment, to stay competitive within the media network
- In the spirit of Pacifica’s mission of peace, encourages teamwork among
management, staff and the Local Station Board, the Pacifica National Board,
the National Office and staff unions with an emphasis on cooperation, communication
and conflict management
- Reports to the Local Station Board and, ultimately, to the Executive Director
of Pacifica
- Ensures inclusion and diversity at the station in a demonstrable fashion
both in staffing and programming
- Broadcasts monthly report to the listeners with at least half the scheduled
time allotted for call-ins.
- Provides a forum for regular staff feedback, including but not limited
to monthly staff meetings.
- Ensures equity in resources throughout the station
- Actively promotes the station, its programs and services to the listening
community
- Provides a safe and well-functioning working environment for all staff,
paid and unpaid and provides means of resolving conflicts between management
and staff and between staff members (whether paid or unpaid)
- Exploits existing and emerging technologies and mediums, such as the internet,
graphic arts, and streaming video, to ensure the station’s future viability
and growth; works actively to preserve the station and its reach for future
generations
- Other job duties as assigned by the Executive Director.

Knowledge and Skills:
Education:
A Bachelor’s degree in broadcasting, business or similar education
and at least five years experience with radio broadcasting.
Experience:
Minimum 5-years of related job experience managing a radio station,
preferably in public broadcasting.
Skills and Abilities:
Emphasis on communication skills (written and oral);
management skills (e.g., planning, motivating, organizing, innovating, etc.);
and industry skills (programming, marketing, fund raising, etc.) Understanding
of relevant FCC rules and regulations. Ability to work with diverse communities.
Must be detail oriented. Requires good judgment. Ability to think clearly and
manage multiple changing priorities. Requires critical thinking, commitment
to work collaboratively, and ability to advise and support coworkers facing
difficult challenges.
