The Technology Committee wishes to report that it met and discussed several technical issues of importance to Pacifica. Our first meeting was by telephone conference using a free conferencing service provider at no cost to the Foundation. It was webcast live by kpftx.com and is archived for free download. Future telephonic meetings will likely experiment with methods of incorporating public comment by linking separate conference areas, monitoring an internet chat forum, scheduling use of station area call-in lines, or a combination of these approaches.

The Committee recognized that there was no easy way in a telephonic meeting to comply with the Bylaws requirement for IRV balloting in the election of officers, so has surveyed its members via email and will present the results of that survey for ratification by the Committee at its next meeting, essentially as a report from the committee of the whole.

The Committee was advised of the creation of an NFCB Tech Committee and has been invited to cooperate with that group to expand its expertise and to avoid duplication of efforts.

There was general agreement that the Committee should divide itself into four initial workgroups to study and report on areas of emerging technology, that Pacifica members with interest and expertise in these areas should be encouraged to assist, and that attempts should be made to include participation in each workgroup from all Pacifica signal areas. Committee members have been polled via email to identify their areas of interest. The initial workgroups will focus upon:

    1) Technical issues related to broadcasting
    2) Technical issues related to content distribution from producers to broadcasters
    3) Technical issues related to content delivery to listeners
    4) Technical issues related to Foundation infrastructure and information technology

The Committee requested a report from Otis Hardy Maclay on current methods of program distribution within Pacifica and a report from Mark Hernandez on broadcast digital conversion issues. These contributions are appended to this report.

The Committee passed resolutions regarding its own operation and a resolution requesting information from the Executive Director, but is presenting no resolutions for consideration by the Pacifica National Board.
